President

Karissa Scott is the CEO and Founder of Public Works Consultant, a full-service labor compliance company dedicated to assisting contractors of all sizes. With over a decade of experience in the construction industry, Karissa transformed her family’s business by overhauling their labor compliance processes. 

In 2015, recognizing the increasing complexities and technological advancements in labor compliance, she ventured into entrepreneurship to provide specialized support to contractors. 

Under her leadership, Public Works Consultant ensures clients are fully compliant with all project regulations, offering peace of mind through thorough and timely service. Karissa is passionate about making labor compliance a seamless experience for contractors, allowing them to focus on their core business operations.

Michael Capone

Business Development and Research Associate

Michael Capone joined our Sales department in February 2023, bringing with him five years of experience in sales and marketing.

As a Business Development and Research Associate, Michael specializes in business development and exploring new business markets. He enjoys interacting with clients and helping them navigate the complexities of prevailing wage jobs. One of Michael’s proudest achievements is earning his master’s degree in Industrial/Organizational Psychology from the University of Hartford.

Michael’s role is pivotal in making a strong first impression on clients, ensuring they receive the best possible guidance and support. His in-depth knowledge of prevailing wage regulations across different states assures clients of our capability to handle state-specific requirements regarding certified payroll. Outside of work, Michael is a passionate sports fan, avidly following the Pittsburgh Penguins, Boston Celtics, Miami Dolphins, and AS Roma soccer team. His favorite quote is by Carl Rogers: “The good life is a process, not a state of being, it is a direction, not a destination.”

Kaitlin Prieto

Business Development Manager

Kaitlin Prieto has been a dedicated member of our Sales department since November 2021. With 22 years of customer service experience and four years in various management, implementation, and sales positions, Kaitlin brings a wealth of knowledge and expertise to her role. As a Business Development Manager, she excels in helping clients navigate the complexities of public works projects, ensuring they feel secure and confident in outsourcing essential aspects of their business.

Kaitlin’s contributions are crucial to the success and satisfaction of our clients. She helps demystify labor compliance and certified payroll processes, allowing clients to focus on growing their businesses. One of her proudest achievements was leading a team to create protocols and open local offices at her previous employer, significantly enhancing their implementation and sales operations.

Outside of work, Kaitlin enjoys spending time with her three children, engaging in outdoor activities, yoga, travel, and live music. She lives by the motto, “You must be the change you wish to see in the world,” and looks forward to growing with the company and leading the sales team to support clients with their prevailing wage projects across the country. A memorable experience for Kaitlin was attending the LCP Tracker Conference in San Antonio, where she bonded with her team, learned valuable insights, and connected with clients old and new.

Jane Pahng has been a Client Relationship Manager at Public Works Consultant for five years, specializing in certified payroll and labor compliance. She excels in streamlining processes and ensuring compliance, making her an essential part of the team.

Jane values the continuous learning opportunities and enjoys helping clients navigate prevailing wage requirements. A career highlight was successfully onboarding a complex client by improving document processing efficiency.

Outside of work, Jane enjoys time with family and friends. Her motto is, “Keep your face always towards the sunshine, and shadows will fall behind you.” She aims to master all aspects of compliance within prevailing wage and certified payroll.

A memorable team experience was attending a convention in San Antonio, enhancing their knowledge and cohesion. Jane’s role is crucial in maintaining positive client relationships and ensuring compliance, driving success for both Public Works Consultant and its clients.

Courtney Lipsey has been with Public Works Consultant since May 2020, serving as the Client Services Manager. With expertise in certified payroll and labor compliance, Courtney guides CRMs and manages client inquiries, ensuring top-notch customer service and compliance solutions.

Courtney enjoys helping people and watching her CRMs grow into their roles. She takes pride in her extensive knowledge of labor laws, which significantly impacts client satisfaction and success.

Outside of work, Courtney enjoys spending time with her family and dogs, going to the river, and taking boat rides. Her favorite quote is, “Heroes get remembered, but Legends never die” by Babe Ruth. Currently, she is saving to buy her first home with her family.

Ella Givens joined Public Works Consultant in May 2023 as a Client Relationship Manager. With a background rooted in her family’s construction business and experience as a payroll manager, Ella brings a wealth of knowledge in certified payroll and prevailing wage compliance.

Ella enjoys helping clients with public works projects and working with a fantastic team. A notable achievement during her time at PWC is earning her LCPtracker Academy Certificate.

Outside of work, Ella spends her time drag racing with her boyfriend or enjoying the lake. Her personal motto is, “Life isn’t about waiting for the storm to pass, it’s about learning to dance in the rain.” She aims to expand her knowledge of prevailing wage laws across multiple states.

Ella’s role is crucial in ensuring clients’ paperwork is professionally managed, providing them peace of mind and freeing up their time for other projects.

Amber Escobar has been an integral member of our Client Services team for the past two years, bringing a wealth of experience in customer service and a talent for building strong client relationships.

Her expertise lies in organizing and managing projects, ensuring every detail is meticulously planned and executed. Amber’s role involves clear and effective communication, providing clients with the assurance and information they need throughout their projects.

She takes pride in her ability to quickly find solutions and answers, making her a valuable asset to both clients and colleagues. Outside of work, Amber enjoys a relaxed lifestyle, watching TV, listening to music, and playing with her 2-year-old child.

Loree Mayer

Loree Mayer has been with Public Works Consultant for 10 months, bringing over 25 years of experience in the construction industry. Her expertise spans payroll, accounting, human resources, and labor compliance, with deep knowledge of Prevailing Wage and Davis-Bacon regulations. Loree has witnessed the evolution of labor compliance from handwritten documents to computerized systems, providing a unique perspective on the industry’s advancements.

Loree enjoys working with a supportive and team-oriented staff at PWC. She prides herself on smoothing over difficult client interactions while maintaining a positive attitude. Outside of work, Loree loves spending time with her pups, exploring fashion, reading, watching movies, and continually learning. Her favorite quote is, “In a world of Cheerios be a Fruit Loop.” Loree is currently working towards her LCP Tracker prevailing wage compliance certificate.

Her role as an auditor significantly contributes to client satisfaction by ensuring dependability and a positive attitude in all interactions. Loree’s daily goal is to go above and beyond for clients, leveraging her Human Resources certification from Cal State San Marcos to better understand and assist them.
